IATA Backs European Digital Covid Certificate as Global Standard

Geneva, Switzerland, August 27, 2021 / TRAVELINDEX / The International Air Transport Association (IATA) commended the European Commission for its leadership and speed in delivering the EU Digital COVID Certificate (DCC) and urged states to make it their global standard for digital vaccine certificates.

“The DCC was delivered in record time to help facilitate the reopening of EU states to travel. In the absence of a single global standard for digital vaccine certificates, it should serve as a blueprint for other nations looking to implement digital vaccination certificates to help facilitate travel and its associated economic benefits,” said Conrad Clifford, IATA’s Deputy Director General.

The EU DCC meets several key criteria which have been identified as important if a digital vaccination certificate is to be effective:

  • Format: the DCC has the flexibility to be used in both paper and digital format
  • QR code: The DCC QR code can be included in both digital and paper format. It contains essential information as well as a digital signature to make sure the certificate is authentic.
  • Verification and authentication:  The European Commission has built a gateway through which the encrypted data used to sign DCCs and required to authenticate certificate signatures can be distributed across the EU. The gateway can be also used to distribute encrypted data of non-EU certificate issuers other issuers. The EU has also developed a specification for machine readable Validation Rules for cross-country travel.

The EU DCC is implemented in the 27 EU Member states and a number of reciprocal agreements have been agreed with other states’ own vaccination certificates, including Switzerland, Turkey, and Ukraine. In the absence of a single global standard for digital vaccination certificates, up to 60 other countries are looking to use the DCC specification for their own certification. The DCC is an excellent model as it is consistent with the latest World Health Organization Guidance and is fully supported by IATA Travel Pass. Another benefit of the DCC is that it enables holders to access non-aviation sites in Europe that require proof of vaccination, such as museums, sporting events and concerts.

IATA wishes to offer its collaboration to EU Commission and any other interested state to further integrate the DCC into airline processes for a secure and seamless passenger experience, such as support for selective disclosure of personal data.

I am writing this approximately two and a half months into my tenure as CEO, with the world about 20 months into the COVID-19 pandemic and the travel sector in a long-awaited, slow-starting recovery. Daily cases are still escalating in parts of Asia-Pacific, and I hope you and your family are staying safe and taking all necessary precautions.

Since starting, I’ve had great opportunities to meet (albeit virtually) with various stakeholders within our association and the broader sector. Most importantly, I’ve had the chance to listen to the status of various destinations and members, monitor the ever-changing policies to mitigate risk, and identify opportunities for PATA to best support our members during this crisis.  We’re aware of both the urgent and strategic needs of our valued members and the industry.  Like many of you, I’ve felt the pandemic’s impact both personally and professionally. I initially had my livelihood directly impacted and have been separated from seeing close family members for over 18 months.  Since joining PATA, I have been inspired by the diversity and strength of the network, see great potential and am confident we can drive progress together in this recovery.

With this in mind, I’m sharing now PATA’s 8-Point Industry Recovery Plan to support both immediate and strategic needs.

1 – PATA Crisis Resource Center :

Launched in May 2020, this resource centre is available to all travel sector members and provides recovery playbooks for all travel industries (aviation to hospitality) with toolkits covering communications, marketing, health, policy and case studies.

2 – Government Members’ Only Roundtable:

Earlier this month, PATA launched a roundtable series to share insights and exchange ideas across destinations on restarting travel. The first session of this series featured presentations by select destinations, including Hawaii, Maldives, and Thailand.  The second session just held on Aug 17 featured COVAX/UNICEF with a briefing on vaccine equity, deployment measures and community acceptance strategies.  In the coming weeks and months, we will continue to support our destination members by sourcing subject matter experts and supporting a pan-regional and global dialogue to support the industry recovery.

3 – Innovation Workshop Series and Innovation Hub for Members:

We’ve just launched an Innovation Series of workshop-style webinars designed to deliver practical information to members.  Upcoming topics will range from digital marketing, COVID-19 Safe best practices, leadership and resiliency skills, destination development, etc.  You hopefully saw our member survey for ideas on topics and we would continue to welcome your ideas for future sessions.  We’d like to hear suggested topics that would best support your recovery.

4 – Ongoing Industry Trends and Forecasts for Members:

With the ever-changing status of multiple elements influencing our recovery, PATA recognises the need for frequent and diverse expert-advised trends and forecast reporting. Through live webinars and research reports supported by our vast network of industry experts, we will continue to regularly deliver expert-sourced intelligence reporting to keep you informed.

5 – Vaccine Equity Initiative supporting COVAX/UNICEF :

A foundational element to our recovery is vaccine equity, deployment, and acceptance across the region and beyond. PATA is proud to provide its support to the COVAX/UNICEF initiative in the form of advocacy, industry education, fundraising and, if required, logistics sourcing.  PATA International Members, Chapter Members and Youth Members are invited to join in the session “Webinar | The Race to End the Pandemic: Ensuring Global Vaccine Equity” on Wed, Aug 25 to understand the importance of vaccine equity and what UNICEF/COVAX is doing to drive global vaccination.

6 – PATA Global Community Connections:

Like the rest of the world, PATA was forced to make a big pivot from offline/real life interactions at physical events to online webinars.   We’ve started hosting hybrid events and will continue to a) deliver engaging in-destination physical events wherever possible and b) complement it by leveraging new, engaging technology platforms and content to bring the members together globally and in smaller forums to support your business development.  The strength and depth of the connections built is a core element to the PATA heritage and value proposition and we will find ways to transcend boundaries to continue that.

7 – Knowledge Share / Collaboration with Global Organisations:

We are in regular collaboration with World Bank, ADB, GIZ and other development organisations/consulting firms on industry leading topics to support the recovery.  We regularly engage with the Global Tourism and Travel Task Force meetings along with leaders from WTTC, IATA, ACI, WEF, ICAO and others.  PATA is looking forward to engaging more industry colleagues in supporting the COVAX/UNICEF Vaccine Equity initiative as a foundation to the industry recovery.

8 – Tourism Destination Resilience:

In April PATA launched a project to respond to the need for a more resilient tourism industry that addresses not only the current COVID-19 pandemic, but the next crisis that will surely follow. PATA is managing a team of 20 subject matter experts to provide a framework that will be launched in four PATA member destinations, with online resources available across the industry. The project addresses pillars of resilience including: Environment, Economy, Community, Visitors and Health & Safety. The project is implemented by PATA with support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The above is in addition to the delivery of regular events – hosted in either a virtual or hybrid format. We currently have 6 scheduled for the balance of the year with more in development.

I view this as just the beginning of our journey to leverage our vast network’s strengths to support each other in this challenging recovery. Pre-pandemic Asia-Pacific was viewed as the engine for growth in the global travel industry.  That high potential and the pent-up demand is still here with us in the region. I’m confident that we’ll emerge better and stronger with a sharper focus on sustainability. We’re working hard to help accelerate this industry recovery and will continue to support you and the broader industry in capturing Asia-Pacific’s opportunities with responsible travel and tourism.

The seven Principles are:

  1. Inclusive by design: embedding inclusion as a principle in designing all policies, regulations, supervisory practices, products, services, security procedures, technologies, and infrastructure.
  2. Integrated System: enabling integrated ecosystems that supply high quality, differentiated and interoperable products, and services for all.
  3. Digitally led: promoting safe and efficient digital payments and finance ecosystems that democratize access to the formal financial system through enabling infrastructure, regulations, products, and services.
  4. Economically sustainable: providing and maintaining quality payments and markets infrastructure, investing in innovation, keeping pace with consumer needs and demand, and ensuring the value created is appropriately shared between consumers, producers, and intermediaries.
  5. Informed by data: using data from digital transactions safely and responsibly to design financial inclusion policies, regulations, products, and services.
  6. Trusted: cultivating trust by educating and protecting consumers; ensuring transparency of laws, regulations, products, services and data practices; providing reliable infrastructure; and implementing rigorous privacy and cybersecurity frameworks.
  7. Effectively regulated: adopting a non-discriminatory technology-neutral, principle-based and risk-based approach to regulation and supervision that is committed to the standard of proportionality and transparency.

The “Shared Principles for an Inclusive Financial System” white paper has been developed by the World Economic Forum’s EDISON Alliance. It has been led by World Economic Forum and Mastercard, with contributions from other EDISON Champions, including Barclays, Western Union, GSMA, Vista Equity Partners, and UNECA.

WTTC: UK Government Should Pay for Expensive PCR Tests

London, United Kingdom, August 11, 2021 / TRAVELINDEX / The World Travel & Tourism Council (WTTC) says the government should bear the cost of hugely expensive and unnecessary PCR tests for fully jabbed citizens, which are deterring Britons from travelling.

Over the weekend, the UK Health Secretary Sajid Javid requested the Competition and Markets Authority (CMA) step in to investigate ‘excessive’ pricing and ‘exploitative practices’ among PCR Covid test firms.

This follows widespread reports of vast differences paid by travellers for PCR tests by different companies.

Currently, the cost of PCR tests vary enormously between providers, with the average costing around £75. However, some firms are offering express PCR test results within 90 minutes at a cost of up to £400.

This makes UK PCR tests among the costliest in Europe – partly due to the 20 per cent VAT charge applied on top.

Now WTTC, which represents the global private Travel & Tourism sector, says it’s time the government stepped up to pay for people’s PCR tests in full if they are fully jabbed.

This would remove the huge financial burden, which is depressing demand for travel, effectively halting the revival of international travel.

Genomic sequencing data from PCR tests is harvested by the government to rapidly identify variants of concern, understand transmission and slow the spread, however WTTC challenges why consumers should have to pay for this.

The global tourism body believes if the government won’t pick up the bill for PCR tests, it should at the very least replace the need for PCR Day two tests from green and amber countries with affordable and effective antigen tests, for fully vaccinated travellers. As in other countries, only those testing positive should need to take a PCR test.

Virginia Messina, WTTC Senior Vice President and Acting CEO, said: “For many people – especially families and small businesses on a budget – the crippling added cost of the unnecessary PCR tests makes the difference between being able to travel or not.

“It’s clear that many British adults simply can’t afford to travel overseas at all if they have to pay the excessive cost of PCR tests.

“More affordable antigen tests, with PCR tests for those who do test positive, will help keep travellers safe and make taking a trip overseas within the budget of most people.

“But if the government wants extra information for genomic sequencing – they should pay for it. If they don’t pay, then consumers will vote with their feet and avoid international travel altogether, further damaging the already struggling UK Travel & Tourism sector.

“At the very least, we support the investigation by the Competition and Markets Authority (CMA) to look into the excessive pricing of PCR tests which is deterring the revival of international travel.

“But unless the government sees sense and accepts the financial responsibility for PCR tests for the fully vaccinated, WTTC fears the UK Travel & Tourism sector is going to continue to buckle while demand for travel remains depressed.”

According to research by WTTC knowledge partner, YouGov, carried out earlier this summer*, almost half of British adults (47 per cent) viewed the financial costs of COVID-19 tests as a main barrier to international travel.

The research also found worries over the cost of tests were placed even ahead of personal health concerns, which came in at 34 per cent.

Meanwhile, more than half (53 per cent) of British adults said the cost of PCR testing will make a significant impact on their budget if they were to travel abroad this year.

Last week WTTC also called upon the UK government to abandon the confusing and damaging traffic light system and replace it with green and red list categories.

These more easily understandable rules, for double-jabbed and unvaccinated travellers, would let consumers know exactly where they stand to make informed decisions about where to travel.

WTTC says under its plans, returning UK visitors would only need an affordable antigen test, with additional costly PCR tests reserved for those who tested positive.

Unvaccinated visitors would continue to take a test on departure, as well as a PCR test on Day two of their return.

WTTC has helped to spearhead the coordinated international response to the impact of the pandemic upon the global Travel & Tourism sector – which has so far cost 62 million jobs in the sector and suffered a loss of almost US$4.3 trillion.

The forest fires and floods of recent weeks delivered a clear language. And so does the Intergovernmental Panel on Climate Change report: we need to cut the carbon in our atmosphere now.

Extreme heat is not a future problem. It is already here. 2010 to 2019 was the hottest decade ever recorded, and temperatures will continue to rise unless dramatic action is taken.

Industry is responsible for nearly a third of global emissions.

And that’s why the World Economic Forum is bringing together businesses and governments to ensure that we move further and faster.

Over 100 CEO Climate Leaders are setting ambitious carbon commitments and are calling on governments to act.

We are working with over 400 global companies to cut emissions in tough areas like shipping, construction, and aviation.

Through our Tropical Forest Alliance and 1T.org platforms – we are halting deforestation.

There is even a business case to do the right thing: Cutting carbon emissions can create nearly 400 million jobs and $10 trillion dollars of business value by 2030.

We cannot stop fighting the fires and the floods, but we must act to give the future a fighting chance.

London, United Kingdom, August 9, 2021 / TRAVELINDEX / The World Travel & Tourism Council has called upon the UK government to abandon the confusing and damaging traffic light system and replace it with a simpler and easier to understand list of green and red countries.

WTTC, which represents the global private Travel & Tourism sector, says the move would, at a stroke, simplify a system which has become steadily discredited over recent months.

The current scheme has left both holidaymakers and businesses wrong footed, out of pocket and has eroded consumer confidence to travel.

Virginia Messina, WTTC Senior Vice President and Acting CEO, said: “It’s time the government removed the ambiguity by abandoning the confusing and damaging traffic light system and replacing it with a simple system with green and red categories and clear rules for the vaccinated and unvaccinated, so travellers know exactly where they stand. 

“While the rhetoric has changed to a more positive note, what we need is action.

“We need to provide clarity across the UK Travel & Tourism sector, which has been crying out for the present highly unpredictable system to be dropped, having brought international travel from the UK to its knees.

“The UK should now open its doors not just to fully vaccinated travellers from the US and the EU, but to double-jabbed visitors from all over the world too – showing we’re open for business and ready to welcome all safe travellers.”

WTTC says the government needs to significantly widen the green list so fully-vaccinated UK citizens can get their right back to travel safely around the world and welcome leisure and business travellers alike.

Returning UK visitors also need the day two PCR test to be replaced with an easy-to-use antigen test, like in other countries, with PCR tests only for positive cases.

Meanwhile, unvaccinated visitors should continue needing to take a test on departure, as well as a PCR test on Day 2 of their return.

WTTC urges coordination with and reciprocity from other countries so that the rules are applied equally and fairly to ensure maximum ease of international mobility for travellers.

The global tourism body believes that re-establishing the freedom of movement around the world is essential to ensure international coordination at every level, underpinned by a data driven, risk-based approach.

Harmonisation would restore international mobility, reduced protocols for vaccinated travellers, the importance of global vaccine recognition, as well as the adoption of ‘digital health passes’.

WTTC says the restoration of safe international travel could be achieved by following its four fundamental guidelines to restore international mobility while safeguarding public health:

  • Appropriately reduced protocols for vaccinated travellers, including no need for testing or quarantine for those fully vaccinated. Global recognition for international travel of all vaccines authorised for use and deemed safe and effective by the WHO or by the WHO recognised SRAs.
  • A data driven, risk-based and internationally harmonised approach to re-establishing freedom of movement, that is consistent across countries, easy to communicate and clearly understood by travellers.
  • Global adoption of ‘digital health passes’ which enable travellers to easily obtain and verify their vaccination status, negative COVID test result or natural immunity from a previous infection. These must work with existing border control and travel operator systems accepted by all countries. Digital verification of a traveller’s COVID status prior to travel will avoid lengthy and unsafe queues in transport hubs and terminals.
  • Continued implementation of high-quality health and safety standards throughout all areas of the Travel & Tourism sector, including continued adoption of the WTTC’s Safe Travel Protocols and Safe Travel Stamp, with the continued wearing of face masks in crowded and enclosed areas, as well as on all forms of public transport.

WTTC advocates the full implementation of these proportionate and responsible guidelines for travel over the next few months, as many travel restrictions begin easing and major travel markets begin to reopen.

Madrid, Spain, July 30, 2021 / TRAVELINDEX / Destination Capital (DC) has signed a collaborative arrangement with the World Tourism Organization (UNWTO) of the United Nations to support the rejuvenation of the hotel industry. The arrangement supports the relationship DC has with the International Finance Corporation (IFC) to promote investment in green and sustainable tourism accommodation and to stimulate re-employment, particularly in the wake of the COVID-19 pandemic.

The collaboration between UNWTO and Destination Capital is based on DC’s adoption of best practices aimed at reducing carbon emissions and operating hotels in a manner consistent with IFC’s environmental and social criteria. Against this backdrop, DC acquires and repositions freehold hotels of 150-250 rooms in Thailand and across South-East Asia with the aim of implementing sustainable water and energy systems. It also works to promote gender equality at every level of the hospitality sector, another of UNWTO’s core priorities and in line with Sustainable Development Goal number 5.

While governments and destinations around the world are working on vaccination programs to accelerate the restart of the tourism, UNWTO is working with the private sector to encourage employers to play their part in the recovery of local communities through job creation and training programs. UNWTO data shows that international tourism arrivals fell by 1 billion in 2020, with the crisis carrying over into 2021. Worldwide, this has placed as many as 120 million tourism jobs directly at risk. Moreover, Asia and the Pacific has been the worst-affected of all global regions, and young workers and women are among the hardest hit by the downturn in tourism employment.

WTTC Report on How Tourism Can Help Eradicate Human Trafficking

London, United Kingdom, July 30, 2021 / TRAVELINDEX / The World Travel & Tourism Council (WTTC) launched a major new report which signals how the global Travel & Tourism sector can help eradicate human trafficking.

The report is released with support from the Carlson Family Foundation, and builds on WTTC’s Human Trafficking Taskforce, which was launched in 2019 at its Global Summit in Seville, Spain.

With its report ‘Preventing Human Trafficking: An Action Framework for the Travel & Tourism Sector’, WTTC aims to strengthen cooperation across stakeholders and share best practices to raise awareness about how the sector can, and does, make a difference, to proactively address this global crime.

The report details an action framework to tackle human trafficking, around four main pillars: Awareness, Education & Training, Advocacy, and Support.

The International Labour Organization (ILO) has estimated that on any given day in 2016, more than 40 million people around the world were victims of human trafficking.

The pandemic has not only put a spotlight on pre-existing inequalities but exacerbated them. This has accelerated the urgent need for targeted actions within the Travel & Tourism sector.

The report offers solutions both within the sector and beyond, as the complexity of these transnational crimes require multi-disciplinary efforts and concerted coordinated action by stakeholders, such as states, private companies, and international organisations around the world.

For the Travel & Tourism sector, this means involving the expertise of all stakeholders, including survivors, as well as civil society organisations to establish joint initiatives.

Virginia Messina, Senior Vice President and Acting CEO, WTTC said: “Human trafficking is a global crime which preys on the vulnerable, continues to grow and affect the lives of millions around the world.

“This vital report offers a framework for the Travel & Tourism sector to play its part to help combat human trafficking. Given the sector’s inadvertent position in the path of human traffickers, we need to shoulder our responsibility to ensure that the Travel & Tourism sector offers a safe and welcoming environment for those who work within it.

“Ultimately, travel is something that brings people together, and it is critical that we proactively help address this crime. 

The sector needs a cohesive approach and focus its efforts on driving forward advocacy related to human trafficking by engaging all key stakeholders. We hope that this report can aid in that task.” 

This in-depth report highlights the need to work on facilitating an approach which will enhance the understanding of the crime of human trafficking, enable better identification, prevention, and mitigation of potential and actual impacts of the sector, and further public-private collaboration to ensure that appropriate steps are taken by governments when human trafficking is detected.

The report is launched in advance of World Day Against Trafficking in Persons (30 July), which highlights the importance of listening to and learning from survivors of human trafficking.

Lack of Inbound Travel Continues to Hamper UK Economic Revival - TRAVELINDEXLondon, United Kingdom, July 28, 2021 / TRAVELINDEX / The UK’s economic revival is being hampered by the lack of inbound travel while flights to amber list countries take off, says the World Travel & Tourism Council (WTTC).

The warning comes from the global tourism body, which represents the global private Travel & Tourism sector.

New data collected by travel and analytics firm and WTTC knowledge partners, reveals the highest week-on-week percentage increases in tickets booked were to Germany, which were up by 113%; to Croatia up by 69%; Sweden by 68%; Portugal by 65% and Albania, up by 64%.

The data shows airline tickets booked for international trips out of the UK increased an average of 24% in the week to 13th July, compared to the previous week.

Weekly flight tickets for future travel from the UK to traditional destinations have exceeded pre-pandemic levels, with Greece the most popular destination, up 211% compared to 2019.

The Bahamas follows closely, with tickets up 161% on pre-pandemic levels. Croatia has also reached pre-pandemic weekly ticketing levels in the last week (107%) while tickets for travel to Spain, which reached 88% of 2019 levels, are fast increasing.

While this was good news for land-locked Brits, desperate to enjoy a much-need summer holiday break, the British economy which relies on international visitor spend will have been left in the doldrums by the lack of reciprocal inbound travel.

Based on 2019 levels and despite the rise in domestic holidays, the lack of inbound international visitors through July, due to concern over rising coronavirus cases and the UK government’s strict quarantine rules, could rob the UK economy of a staggering £639 million each day.

Virginia Messina, Senior Vice President WTTC, said: “The UK’s economic recovery is going to continue to be hampered by the lack of inbound international visitors while UK travellers are leaving the UK in increasing numbers.

“Whilst staycations are helping boost the economy, it is not nearly enough to replace the £639 million which is being lost every day.

“If the situation continues, the UK will lose out on much needed revenues which international travel provides, benefitting every level of the economy far beyond the Travel & Tourism sector.

“If every day travel is curbed, more cash-strapped Travel & Tourism businesses face even greater strain pushing them to the brink of bankruptcy. Meanwhile, Europe enjoys the financial benefits of British travellers returning to their markets.”

Juan Gómez Garcia, ForwardKeys Senior Insight Expert, said: “It’s reassuring to see the UK issued tickets increase for summer travel, the question remains – will those figures manage to surpass pre-pandemic levels in those destinations?”

According to WTTC’s 2021 Economic Impact Report (EIR) international visitor spend in 2019, before the pandemic struck, added a staggering £35.6 billion to the UK economy, or 4.9% of total exports.

This slumped to £10.1 billion in 2020 as the impact of travel restrictions wreaked havoc around the world, contributing to just 1.7% of total exports. This represented an eye-watering collapse of 71.6%, or £25.5 billion (need the figure in pounds, sterling).

WTTC has recently revealed that international Travel & Tourism industry leaders have backed their four new guidelines to restore international travel safely to save the millions of jobs and livelihoods which depend upon the sector, while providing a boost for the global economic recovery.
